Delegation changes the operating route
A payer can change who receives, reviews, and communicates an authorization without changing the member's insurer. For provider operations, that creates a routing and policy-maintenance problem: service category, code, line of business, date, and group-level exceptions can determine whether a request goes to the payer or a delegate.
